An Overview On Job Order Contracting

By Ann Kelly

Different organizations and project proponents are in the lookout for project delivery methods that will get numerous construction projects done in good time, faster and easily. This has been achieved with the use of Job Order Contracting as a delivery tool for construction work. A variety of developments involving renovation, repair and minor developments have been known to be successfully completed using this tool.

Initially, the most common tool used traditional methods which usually involved the selection and awarding of design experts to come up with comprehensive designs then thereafter looking for construction services to deliver the final design that was developed. This process also known as design-bid-build method is efficient but brings out distance relationship between the people participating in the project.

With most proponents adopting the job order contracts method, a strong bond is created between the participants involved in the design and construction phases and the owner. This precise method has indeed become a go-to tool as it is popular in construction industries especially those involved in facility developments enabling them to exacerbate preconstruction timelines allowing them to meet their deadlines in good times.

The nature of this tool which involves saving time and money makes it to be highly used. Unlike the other tools, the individual will spend less time and money selecting companies for the design and contraction phases separately. Pricing expectations are usually precise and accurate in estimation which leads to the plan meeting its deadlines in good time.

This being a commonly used tool among proponents who have many small sized projects that include renovations and repairs, the owner does make an announcement of interest in potential contractors. This is done through giving a brief description of what the plan entails, the expectations to be met including desired date and time for the whole plan to be completed. Thereafter, a request for proposal is done by the owner so as to get a detailed price proposal, design and scope of work.

To further the process, this method allows the participants to work closely to find the best and most economical techniques to be used to complete the task. This is usually done through meetings and site visits by all participants. In addition to this, the request for proposal is then submitted for approval and checking to the project proponents.

Using this tool also allows the proponent to have a number of activities to go on concurrently allowing time to be used efficiently. This however depends on the efficiency of the contractor selected. Proponents are therefore required to carry out a thorough background check of the company they are yet to contract, making sure they get evidence of their efficiency when it comes to service delivery.

Contracting also requires the owner to be careful not to approve request for proposals from ghost companies. Checking on the availability of the company, credibility, physical address, asking from contacts that are actually reachable can be enough proof.
